Service Applications
Water Supply Application
(A) New Service
All new applications should be submitted together with a copy of the following documents:
- Identity card AND
- Land title OR Sale and Purchase Agreement OR Temporary Occupation Lease OR any other documents which can show proof of ownership.
The owner must engage a licensed Pipe Fitter to carry out the internal plumbing works.
The owner must sign an Agreement for a Supply of Water.

(B) Change of Consumer’s name
A consumer may request for a change of ownership. Any of the following documents should be provided:
- Sale and Purchase Agreement
- Land Title
- Letter of Offer
- Temporary Occupation Licence
- Or any other documents showing proof of ownership
The Agreement for Supply of Water shall be completed and signed by the legal owner or occupant.
A collateral deposit (if not paid) shall be collected.
Reconnection/Disconnection on Request
- A letter requesting for reconnection/disconnection of water supply must be received from the consumer
- For reconnection, consumer should fill in the “Reconnection Meter On Request”.
- For disconnection, consumer should fill in the “Disconnection Meter On Request”
Collateral deposit (if not paid) shall be collected together with all outstanding fees.
Disconnection of Water Supply and Refund of Deposit
- All outstanding bills to be settled.
- The “Refund of Deposit Form” to be completed and deposit receipt to be submitted. If no receipt, consumer has to sign the letter of indemnity.
- The amount refunded shall be refunded by cheque or bank in directly into the consumer’s account within 4 weeks.
Testing of Water Meter
- A consumer requesting to confirm the accuracy of his water meter shall complete the Testing of Meters Form.
- A testing fee will be charged in the event that the meter is found to be not faulty.
- Should the water be deemed not registering accurately, the water meter shall be changed without any charge and the water bill will be amended accordingly.
